Overview
International students who will be sponsored by the University of Oregon in F-1 or J-1 visa status must first obtain a “Certificate of Eligibility" Form I-20 or DS-2019 in order to apply for a visa, or request the transfer of an existing "active" F or J SEVIS record to the UO. Verification of a student's financial capability to pay tuition, fees and living expenses for at least the first year of study is required before Form I-20 or DS-2019 can be issued, or for an existing "active" F or J SEVIS record can be transferred to the UO.
Exception: If you meet one of the following criteria, you are not required to submit evidence of financial resources. Skip to the bottom of the page and submit page one of the Personal Information & Financial Verification Form.
- In a non-immigrant status other than F-1 or J-1 (i.e. E2, L2, H4, J2, etc.)
- In asylee or refugee status
- In undocumented status
- In US permanent resident status
2026 Total Estimated Cost
- Understand the costs of your program. For purposes of issuing Form I-20, you must show evidence of financial capability to pay tuition, fees and living costs for one academic year (fall, winter + spring). Keep in mind, however, that a U.S. visa officer may ask how you plan to cover the entire cost of your program. The total estimated cost by program, for one academic year, can be found in the table below. The figures are based on Fall 2026 costs for one academic year, not including summer. Actual costs may be higher. Please contact your program directly for updated costs for your program as well as the Office of the Registrar website.
- Submit Personal Information & Financial Verification Form. To request Form I-20, find your program below with the total estimated cost for one academic year, then submit the Personal Information & Financial Verification Form, found at the bottom of the page. You will be required to include your source(s) of funding/financial resources equal to or greater than the total estimated cost for your program.
- Graduate Employee Awards: For students offered a Graduate Employee (GE) position, please submit a copy of your GE award letter with the Personal Information & Financial Verification Form. You do not need to provide additional evidence of financial support unless we contact you for additional information. For GE awards, the UO pays tuition, most fees, and 95% of the GTFF health insurance plan. (These amounts are subject to change due to ongoing negotiations between the University of Oregon and the Graduate Employee union (the Graduate Teaching Fellows Federation).
- Bringing Dependents: For students bringing dependents, add $5,000 for a spouse and $2,500 for each child to the TOTAL estimated cost in the table below. The spouse cost is based on the Living Wage Calculation for typical expenses including food, medical insurance and other living expenses. The child cost of $2,500 does not include the cost of child care which can be very expensive in Eugene.
- J-1 Visa Option: If you have full funding from the UO or your home government, and plan to bring a spouse, you may want to consider applying for a J-1 visa instead of F-1 visa. A J-2 spouse can apply for work authorization in the U.S. and study part-time. Please email International Student & Scholar Services at sevis@uoregon.edu for more info.

OPTION 1 - Submit Online (once you have claimed your Duck ID):
Go to iconnect.uoregon.edu, click on the "LOGIN" button and login with your Duck ID and password. (Do not log in with your UO ID number.) Under Insurance and Finances, submit the "New Intl Graduate Student: Personal Information & Financial Verification Form."
