Fall 2020 Guidance for Continuing Students

International Student & Scholar Services is preparing for fall term so that we can support ALL of our international students – those that are in the U.S. and those that will remain outside the U.S. While the impact of COVID-19 is still uncertain, we are hopeful the UO will return to a hybrid model of instruction for fall term that allows for a smaller number of in-person classes and a larger number of remote and online classes.

Current F-1 Enrollment Policy for Continuing Students Fall 2020

Students who are currently in the U.S. - may enroll in fully online/remote courses and remain in the U.S. for fall term 2020. This guidance, however, only applies to F-1 students who were actively enrolled winter and spring 2020, and are otherwise in compliance with the terms of their nonimmigrant status. If you were not enrolled winter and spring 2020, please contact ISSS for further instructions at intl@uoregon.edu

Students who plan to leave the U.S. and take fall term from their home country - may enroll in fully online/remote courses and remain outside the U.S. for fall term 2020. Students enrolled full-time will keep an active SEVIS record (I-20) for re-entry to the U.S. in the future. Students enrolled part-time or taking a gap term will have their SEVIS records closed but can contact ISSS to have their SEVIS records re-activated when they are ready to return to the U.S.

Students who are currently outside the U.S. and are returning to the U.S. - may enroll in fully online/remote courses and remain in the U.S. for fall term 2020. Fall Term Plans – RSVP Required

ISSS needs to know if you will be in the U.S. or outside the U.S. for fall term. 

  1. Students currently in the U.S.: No RSVP required.
  2. Students outside the U.S., who DO NOT plan to return to the U.S.:
    • Log into iConnect and submit the “Temporary Leave from U.S.” eform
    • Log into myUOHealth Student Portal and complete the “Insurance Waiver Request” Form which has been modified this year to include questions specifically pertaining to your geographic location (where you will be studying). 
  3. Students outside the U.S., who DO plan to return to the U.S.: 
    • Log into iConnect and submit the “Returning to U.S.” eform. Upon receipt, you will receive an advising transcript and an enrollment verification letter to carry with you.
  4. Students who are leaving the U.S. to take fall term from their home country
    • Log into iConnect and submit the “Temporary Leave from U.S.” eform
    • Log into myUOHealth Student Portal and complete the “Insurance Waiver Request” Form which has been modified this year to include questions specifically pertaining to your geographic location (where you will be studying). 

I-20 Travel Signatures

Travel signatures on page 2 of the I-20 are valid for one year. If you are returning to the U.S. and the travel signature on your I-20 is blank or more than one year old, log into iConnect and submit the “I-20 Replacement Request.” eform. We will reprint your I-20, sign for travel, and email or mail the I-20 to you.

Use of Electronically-Signed I-20s

International students may present an electronically-delivered I-20 to a U.S. embassy or consulate for a visa appointment, and to U.S. customs and immigration upon arrival to the U.S. Click on the link below to print and carry a letter from the Division of Global Engagement verifying the use of electronically-signed and delivered I-20s.  DOWNLOAD LETTER

Travel Restrictions to the U.S.

If you are coming from China, Iran, or Brazil, you are currently restricted from traveling to the U.S. For more information, go to https://www.cdc.gov/coronavirus/2019-ncov/travelers/from-other-countries....

If you are you traveling from the Schengen Area of Europe, the United Kingdom, or Ireland, you may qualify for a National Interest Exception. Students with valid F-1 visas do not need to seek a national interest exception to travel. Students with a valid J-1 visa need to contact the nearest U.S. embassy or consulate to initiate an exception request.

CDC Guidelines for Incoming Travelers

The U.S. Centers for Disease Control (CDC) does not require incoming travelers to self-isolate for 14 days, but they do recommend that you take extra precautions to protect others after you arrive if you believe you have been exposed to COVID-19 under the following conditions:

  • Being in an area that is experiencing high levels of COVID-19 spread. 
  • Going to a large social gathering such as a wedding, funeral, or party.
  • Attending a mass gathering such as a sporting event, concert, or parade.
  • Being in crowds – for example, in restaurants, bars, airports, bus and train stations, or movie theaters.
  • Traveling on a cruise ship or riverboat.

The UO’s new searchable COVID-19 resources website has updated information about testing for students in residence halls, as well as the latest information about current operations and planning for in-person activities for fall term.  

On-Campus Housing

If you are living on-campus, please notify UO Housing of your arrival date so they can work with you on a move-in date.

New 1-Credit, In-Person Class

Continuing students may enroll in fully online/remote courses for fall term. Enrollment in at least one in-person course is ONLY for new students. If you enrolled in the Success in Online Learning class, you will be automatically shifted to remote enrollment by Friday, September 4. If you wish to stay in the class via in-person format, please contact intl@uoregon.edu to request in-person enrollment.
